LEGISLATIVE ACCOMPLISHMENTS:
2007: TLC had HB 3580 filed, which would recognize groundwater rights per acre over an aquifer in groundwater conservation districts after recognizing historic use. In addition, TLC supported HJR 11, HB 461, and HB 3057 (later incorporated into HB 2006). HJR 11 would create a constitutional amendment preventing eminent domain for private development. HB 461 would keep premises and animal identification voluntary in Texas. HB 2006 would define the public use of land to prevent condemnation for private development. TLC helped defeat HB 3447, HB 3719, SB 2021, and HB 2955. HB 3447 would give several counties the authority to require central water and wastewater for any subdivision of land. HB 3719 would give the City of Austin zoning power outside its city limits. SB 2021 would create and grant eminent domain power to a Southern Travis Special Utility District. HB 2955 would allow certain cities to be exempt from state law that regulates user fees for businesses adjacent to airports.
2005: TLC had SB270 introduced, which passed, regulating mass gatherings. TLC successfully opposed SB142 and HB477 which would have given counties power over private property. TLC had HB1194 introduced, which would help landowners protect private roads from being taken by counties. TLC had HB3209 introduced, which would recognize groundwater rights per acre over an aquifer. TLC had HB3185 introduced, which would protect the right of private property owners to have dams and reservoirs.
2003: TLC defeated HB847, which would eliminate the agricultural valuation for property taxes. TLC defeated SB1631, which would extend unlimited land regulation power to all Texas counties. TLC defeated HB2888, which would make many private dams illegal.
2001: TLC assisted in defeating SB517, which would grant counties the power to impose statewide zoning and building codes and limit impervious cover. TLC defeated HB340, which would allow counties to take possession of private roads by drawing a map rather than paying landowners.
1999: TLC wrote the amendment to SB89, which passed, requiring cities to provide equal water and waste water service to annexed areas.
1997: TLC had HB1394 filed, which required cities to provide water and wastewater service to newly annexed areas. TLC had HB1794 filed, which would prevent damages from delay of condemnation.
1995: TLC drafted legislation adopted in SB1704, which passed, providing that regulations pertaining to projects in Texas may not be changed after the application for the first necessary permit is filed.
1993: TLC prevented the passage of HB2474 that would have disallowed Ag Valuation of land owned by a person whose primary source of income is not agricultural.
1991: TLC defeated SB1015, which would have allowed impact fees to be used to fund regional habitat plans. TLC defeated a bill which would have eliminated Ag Valuation for most Texas landowners.
